Does logging a trade here actually place an order?
No. The Trading Journal is a record you keep β it doesn't connect to a broker. You log trades you've already made (or are making) elsewhere.
Is this the same data as my Tracking List?
No. Tracking is stocks you're watching; the Journal is trades you've logged as taken. A stock can appear in both.
